Everything runs over Bluetooth between phones that are physically close. One-to-one messages are end-to-end encrypted with the Noise protocol, so phones that relay them can't read them. Bluetooth is how NearFun finds and connects to nearby phones. On some Android versions, Bluetooth scanning only works with Location switched on.
